What is an OUPV License?
Also known as the “6-Pack” license, the Operator of Uninspected Passenger Vessels (OUPV) License allows you to carry up to six paying passengers on U.S. waterways. It's ideal for fishing charters, sightseeing tours, eco-cruises, dive boats, and other small commercial operations.
To qualify, you'll need at least 360 days of documented sea service and meet other U.S. Coast Guard eligibility requirements, including medical certification and a clean drug testing record
What We Handle for You
Filing for your OUPV license involves submitting the correct forms, verifying your sea time, passing a physical, and meeting Coast Guard documentation standards. That’s where Windless Licensing Service comes in.
Here’s what we take care of:
-
Review and calculation of sea service time
-
Checklist of required Coast Guard forms (like CG-719B and CG-719S)
-
Guidance for drug testing and TWIC card enrollment
-
Application preparation and submission to the REC/NMC
-
Ongoing support until your license is issued
Whether you're confident filing on your own or want full-service help, we’ve got an option to fit your needs.
Not Sure If You Qualify?
If you're unsure whether your sea service counts toward the OUPV license, we’re here to help. We’ll review your time on the water—recreational, commercial, or military—and give you an honest assessment.
No guesswork. Just clear answers from someone who knows the system.
