Which One Do You Need?
Choosing the right captain’s license depends on the type of vessel you’ll operate and the number of passengers you’ll carry. Here’s a simple breakdown of the OUPV (6-Pack) License vs. the Master Captain’s License.
OUPV (6-Pack) License
Best for: Small charter boats, fishing guides, and tour operators with 6 paying passengers or less.
🔹 Allows You to Operate:
Uninspected vessels
Carry up to 6 paying passengers plus crew.
🔹 Requirements:
360 days of sea time (90 in the last 3 years).
At least 90 days in near-coastal waters (for Near Coastal endorsement).
Minimum age: 18 years.
USCG Medical Certificate & Drug Test.
CPR/First Aid Certification.
Apply for a TWIC Card (for first time license)
Pass USCG-Approved Exam.
Master Captain’s License
Best for: Operating larger vessels with more than 6 paying passengers
(e.g., tour boats, ferries, larger charters).
🔹 Allows You to Operate:
Both inspected and uninspected vessels.
More than 6 paying passengers if the vessel has a USCG Certificate of Inspection (COI)
🔹 Requirements:
360 days of sea time (same as OUPV).
Additional sea time may be needed for higher tonnage endorsements (e.g., 50 or 100 GRT).
Minimum age: 19 years.
USCG Medical Certificate & Drug Test.
CPR/First Aid Certification.
Background Check or TWIC Card, TWIC card if first time license.
Pass Master’s Exam (more advanced than OUPV).

Which License is Right for You?
If you're operating a small charter with 6 passengers or less, the OUPV 6-Pack is all you need. If you want to carry more than 6 passengers or operate larger commercial vessels, you’ll need a Master Captain’s License.
